It's sheer speculation, but I bet this is an Arab terrorist. If it were anywhere other than Washington I might think differently. I suspect he is testing the law enforcement capabilities in the DC area as a precursor to possible assassinations of government officials.
If the Tarot card thing is legitimate, then it does screw up my theory. Unless he left it there to mislead the cops, which is doubtful IMO. If he's really a military-trained special-ops type sniper, I don't think he'd fool around.
I also think this guy is going to have to screw up for the police to ever catch him. There will be a security camera or a witness somewhere that he doesn't notice. Or he'll get stopped for speeding or something and the cop will see something suspicious. But barring that, I don't know what the cops can possibly do. When you don't leave any evidence behind (except on purpose), it's kind of tough for cops to find you.
