From what I understand, Alabama, Maryland, Virigina, DC, and the Feds all want these guys. There's only one fair way to handle it. Get several cops from each jurisdiction together and have a five way tug of war. Alabama grabs one leg, Maryland the other, Virginia and DC each get an arm, and the Feds grab the head. Go!
